Plus+1 PWM output to Parker VPL Valve

I have prgrammed the Plus+1 to control a Parker VPL valve and verified that it is outputting a 0 to 100% duty cycle, 24V amplitude square wave, and 75Hz.  The Parker representative has verified that the valve is a 75Hz VPL valve.  It is mounted in a hydraulic fracturing equipment and the sernial number / part number are not visible.

The valve gives 0 to 100% output with approximately 14 to 27% duty cycle.  This does not compute with the VPL specs which say the valve should output 0 to 100% with a duty cycle from 25 to 85%.

We want the full range response of the valve over a larger duty cycle to get the desired control.

Does anybody have any experience or solution to this or seen a similar problem with the combination of Plus+1 and VPL?
