Propel Application Library Installation Fails

Anyone else having issues installing the Propel Application Library?  Tried re-downloading a few times, but it never succeeds.  Not a big deal but a little annoying...

I've never had that issue.  If you launch GUIDE does the library show up at least partially?  Maybe uninstall that function library, restart, and then try it.
