Title: Opening up pages with a full view of the frame

Hi, Plus+1 noob here. Is there a setting or an easy way to have a full view of the entire frame/titlebox of a page when you enter it? I can't seem to find any easy answer in the manual or the forum.

No, not to the frame. When entering a page it will automatically zoom so all content on the page will fit to the screen, but this does not count the frame around as a "content". This is the same as when using the Home key on the keyboard to zoom "Fit page".
However, if there are no items at all inside the page, it will zoom to the page frame when entering, but I would guess you normally have something in the page.

The zooms available are found in under View --> Zoom. There are also some settings available for Zoom in Setup --> Options.

If you place a rectangle outside the boarder it will then zoom to view all including the page boundary.  I too find it a pain sometimes where it's default zoom level is in too far.
